Predicting the Consequences of Alternative Harvest Regulations in a Sequential Fishery

Stewardship of Yukon River salmon is shared by Canada and the United States, who establish harvest guidelines for the commercial fishery to maintain long-term stock productivity. In this study a model was developed to examine eight strategies for setting commercial catch limits for chinook salmon. The results indicate that without improved preseason forecasts, subsistence and commercial catch objectives can't be achieved in the upper Yukon unless catches in the lower Yukon are restricted below the 1980-1993 average. Allowing lower Yukon commercial catches to continue at recent levels will allocate too many chinook salmon to lower Yukon fishers in Alaska.
